PAMELA D. HARVEY was designated a presiding officer to conduct adjudicatory hearings in October 2007 by the commissioner of the Massachusetts Department of Environmental Protection (DEP). She previously served as counsel to the commissioner, advising the commissioner on final decisions of cases appealed to adjudicatory hearings and senior staff on regulatory development. From 1991 to July 2000, Ms. Harvey was in the Office of General Counsel, where she concentrated on regulatory and policy development related to wetlands protection, water quality, stormwater management, and Chapter 91 waterways licensing. While serving as acting director of the wetlands and waterways program at the DEP, she was responsible for drafting the regulations to implement the Rivers Protection Act. Ms. Harvey lectures frequently on environmental and administrative law and has served as cochair of MCLE's Environmental and Land Use Law Conference since 2001. She is also a member of MCLE's Real Estate and Environmental Law Curriculum Advisory Committee. Ms. Harvey cochaired the Boston Bar Association's Environmental Law Section from 2001 to 2003 and has served on the Section's steering committee since 1995. She has served as a member of the council of the Boston Bar Association and a trustee of the Boston Bar Foundation. She graduated cum laude from Boston University School of Law and Hamilton College.
