      The following are just some of the updates in the new edition:

      • statutory changes arising from 2019 Mass. Acts c. 132: Act Relative to Educational Opportunity for Students and 2019 Mass. Acts c. 113: Act to Support Financial Stability in Higher Education, among others (see Part 1);
      • revised state regulations regarding the standards for competency determination on the MCAS test pursuant to 603 C.M.R. ยง 30.00 (see Part 2);
      • new technical assistance advisories and administrative advisories from the Department of Elementary and Secondary Education, as well as a June 2019 memorandum on significant disproportionality in special education (see Part 3); and
      • summaries of recent decisions issued by the Bureau of Special Education Appeals (see Part 6 and note that summaries from previous years are included in the sourcebook's electronic materials).
