Thank you for updating your reference library with the 2023 edition of the Massachusetts School Law Sourcebook & Citator . This product combines the latest in sourcebook materials—statutes, regulations, and administrative resources—with a case digest summarizing selected 2022 decisions from the Bureau of Special Education Appeals (BSEA). The book's entire contents are downloadable, along with nearly ten years of collected decision abstracts, for enhanced access and searchability.
Highlights from the updates for 2023 include
- amendments to the Massachusetts General Laws that impose new requirements for the development of school emergency response plans; implement the CROWN Act, which addresses discrimination based on hairstyles that are historically associated with race; and set forth remedies for school officials to consider as alternatives to suspension and expulsion;
- amended regulations on school admissions policies and teacher licensing;
- substantial revisions to the regulations governing the Massachusetts Comprehensive Assessment System (MCAS);
- a new BSEA standing order on electronic filing (effective March 9, 2023);
- recently issued guidance from the Massachusetts Department of Elementary and Secondary Education, on topics such as student discipline, enrollment of newcomer students, education on genocide, and mileage reimbursement for parents of special education students; and
- summaries of nine BSEA decisions issued during 2022; examples of the issues addressed in these abstracts include circumstances warranting compensatory services; the interaction between special education programs and actions taken to address a student's disruptive behavior; and the role of functional behavioral assessments (FBAs) in evaluating a student's challenges.
